COVID19 - IRCTC Special Train Ticket Booking and Cancellation

During this COVID19 pandemic lockdown special train ticket booking, the online Process on www.irctc.co.in and IRCTC Rail Connect App has started from 11 May 2020 at 4 PM. The Ministry of Home Affairs, Indian Railway has announced that it will restart its passenger train operation from 12th May 2020.

New Train ticket booking is started after the Ministry of Home Affairs and India Railway released a notice. People who are stranded in different states of the country can now return to their home state by booking tickets online. The railway tickets can be booked only online through the website or connect app. IRCTC agent booking is not allowed at all.

Process for Special Train Ticket Booking on www.irctc.co.in & Connet App

Indian railways have resumed passenger train operations from 12 May 2020 with 15 trains and 15 trains for the return journeys. These special trains will connect New Delhi station to Dibrugarh, Agartala, Howrah, Patna, Bilaspur, Ranchi. Bhubaneswar, Secunderabad, Bangalore, Chennai, Thiruvananthapuram, Madgaon, Mumbai Central, Ahmedabad, and Jammu Tawi. Booking for reservations in trains started on 11 May 2020 and can be done online only on the official IRCTC website. Ticket booking counters will remain closed at railway stations. Only confirmed tickets passengers with a valid identification card and confirmed tickets will enter the railway stations.

Indian Railway Special Train Covid-19 Guidelines

To provide relief for citizens, Indian Railways started special train services across the country. Indian Railways will operate passenger trains with 15 pairs of trains. Booking of special trains traveling to major stations with select stops started on 11May 2020 at 4 PM. People who are stranded in various states such as Delhi, Jammu & Kashmir, Gujarat, Rajasthan, Bihar, Maharashtra, Chhattisgarh, Tamilnadu, Punjab, Hariyana, Uttar Pradesh, Madhya Pradesh, and other states can book tickets online through IRCTC Mobile App or official website.

How to Book Tickets on IRCTC Rail Connect App

  1. Download the IRCTC App from the google play store.
  2. Now open the app and log in using IRCTC Login & Password and click on sign in.
  3. Enter your source station and destination, date of travel, and click on find trains.
  4. Now you will get the list of trains, fares, times, etc.
  5. Select your preferred train and enter the passenger details.
  6. Now make the payment, pay through Net Banking, Credit Card, Debit Card, Mobile wallet, etc.
  7. When your ticket is booked, details will be sent to your contact number.
If you have booked a ticket and planning to cancel it, then below are the IRCTC ticket cancellation rules that you should know to get a full refund:

IRCTC cancellation charges

In case of confirming ticket cancellation before more than 48 hours of the scheduled departure of the train, then cancellation charges will be deducted as follows:
  1. For AC first class and executive class rupees, 240 will be deducted.
  2. 4 AC 2 tier and first-class rupees 200 will be deducted.
  3. For AC 3 tier, AC chair car and AC 3 economy rupees 180 will be deducted.
  4. For sleeper class, rupees 120 will be deducted.
  5. For the 2nd class rupees, 60 will be deducted.
The above cancellation charges are per passenger.

If a confirmed ticket is canceled within 48 hours and up to 12 hours before the scheduled departure of the train, then the cancellation charges will be deducted as 25% of the fare subject to the minimum flat rate mentioned in the above classes.

And if the confirmed ticket is canceled less than 12 hours and up to four hours before the train's scheduled departure or chart preparation, whichever is earlier, 50% of the fare will be deducted as cancellation charges.

IRCTC special train ticket cancellation refund rules

Everyone traveling on special trains will be compulsorily screened. 
During the screening, if any passenger has a very high temperature or symptoms of covid-19, he will not be allowed to travel even if he has a confirmed ticket.

In such a case, a full refund will be provided to the passenger as per below:
  1. Full refund on PNR having a single passenger.
  2. If a passenger is found unfit to travel and traveling with family or a group, then if all other passengers on the same PNR do not want to travel, a full refund will be granted for all passengers.
  3. If a passenger is found unfit to travel and traveling with family or group, then if all other passengers on the same PNR want to travel, a full refund will be granted to the passenger who was not allowed to travel.
  4. If a person is not allowed to travel, then a TTE certificate will be issued to the passenger at the screening point by updating the number of passengers not traveled due to the symptom of covid-19.
  5. After getting the TTE certificates, TDR can be filed online for a refund of not traveled passengers within 10 days from the journey's date.

Station Rules for Passengers by Indian Railways for traveling during Covid19 pandemic

  • Only Confirm tickets passengers will be allowed to enter railway stations.
  • All the Passengers to wear face cover and undergo screening at departure, it will be necessary.
  • Passengers must arrive at the railway stations 90 minutes before boarding the trains.
  • Passengers must bring their food and blankets and sheets from home.
  • Railway has also advised passengers of these trains to download the Arogya Setu App.
  • Only asymptomatic and confirmed ticket holders will be allowed to travel.

Indian Railways to start mail and express trains and waiting list bookings will be allowed.

After starting the special train services from 12 May 2020, the railway has decided to run mail and express trains. Passengers now can book waiting list tickets also from 15 May 2020.

The tickets can be booked online on www.irctc.co.in or the connect app only. Booking tickets at the railway counter will not be allowed.

For sleeper class 200, waiting list tickets are allowed. For 3AC 100 and 2AC 50, waitlist ticket booking is allowed.

People will not be allowed to book Tatkal and Premium Tatkal tickets. Also, RAC tickets will not be issued to maintain social distancing during the journeys.

The waitlisted tickets will be issued in all special trains and mail and express trains yet to be announced by Indian Railways, which will take plie from 22 May 2020.
